Corruption and scandals

  • His company won a 20-year beach concession near Varna. On 2 September 2020 the Council of Ministers granted the Kabakum-Sever 2 beach near Varna to Булмедикс 2012 for 20 years. Sega writes that he manages the company, that he was a Volya MP until July and that he is regarded as close to Veselin Mareshki because he runs part of Mareshki's pharmacy business. RFE/RL describes him as the company's owner. According to the government press release quoted by Sega, the concession fee for the first year is 22,051.47 leva without VAT, and investment over the concession term is 373,080 leva with VAT. For the previous 10 years the beach had been leased to Белвекс ООД, owned by Марешки холд, whose shareholders are Mareshki's mother and children. On the same day 10 Volya MPs signed GERB's draft of a new constitution, although Mareshki had said several times that the party would not sign it. RFE/RL presents the concession as the probable explanation for this change. The conservationist Toma Belev, a Sofia municipal councillor for Democratic Bulgaria, writes that the fee was cut from 32 to 22 thousand and that "GERB is buying Volya's signatures for the constitutional mishap" (our translation). He also tells RFE/RL that the concession breaches the EU concessions directive. BSP MP Yavor Bozhankov says the concession and Volya's change of behaviour should be examined in the context of the Criminal Code. Mareshki replies that he has nothing to do with the concession and sees no breach of the directive. The anti-corruption commission KPKONPI had not answered RFE/RL's request by the time of publication. — Sega, 2 Sep 2020, RFE/RL Bulgarian Service, 4 Sep 2020
