Russia

  • Borisov's claim of a meeting with a Russian MP. In September 2023 Boyko Borisov (GERB) claimed that Tsekov had met the Russian MP Aleksandr Babakov in Moscow. Tsekov and the ministry deny it. According to the ministry, he travelled to Russia more than 10 years earlier for business meetings as a lawyer. He himself says he never met Russian politicians and had no dealings with Turkish Stream, and that he visited Moscow between 2000 and 2013 on private trips, as part of a private company's team. Borisov was in a dispute with him over road procurement, and the minister called the claim a personal attack. — OFFNews, 05.09.2023

Corruption and scandals

  • His wife Denitsa Tsekova and the EU projects. Standart, citing an investigation by Agency Blitz, claims that the former minister's family won more than BGN 3.5 million from EU-funded projects, mostly in 2021–2024, through companies run by his wife. Narod.bg had raised the matter earlier. Standart writes: „Фамилията на бившия регионален министър е окупирала конкурсите за европроекти – от свлачища до интеграция на ромите“ (our translation: "The family of the former regional minister has occupied the EU-project tenders – from landslides to Roma integration"). Filternews separately lists her firm's EU-programme projects from the public registry. According to Tsekov, the media behind these claims (Narod, Trud, Pik) are linked to Delyan Peevski, with whom he clashed over the toll system; the story appeared in the same days as Peevski's attack on him. No charge, court ruling or КПКОНПИ decision has been reported. — Standart News, 11.04.2025
  • Contract between his wife's firm and Sofia Municipality. Filternews writes that Sofia mayor Vasil Terziev (PP) signed a contract with Infinitus, a firm of Denitsa Tsekova, to audit the municipality's public procurements. GERB-SDS councillors, political rivals of PP and of the mayor, claim that this was a direct award to firms linked to PP and that 21 procedures were halted as a result. Terziev's side says the procedures were checked by external firms. No court or audit-body finding has been found. — Filternews, 17.04.2025
  • Tsekov's own account of the EU projects and the toll contracts. Flashnews quotes Tsekov: „Съпругата ми не е работила по нито един проект, свързан с публичната администрация.“ (our translation: "My wife has not worked on a single project related to the public administration.") He says she only consults private firms, and that he has won five convictions against media outlets (Trud, Pik, Narod) over earlier attacks; these rulings have not been independently checked. He also says Peevski pressed him not to sign toll-service contracts with three firms and that he refused. According to him, the contracts were terminated after the Denkov cabinet fell, by caretaker minister Koritarova. — Flashnews, 10.04.2025
  • Peevski: his wife should be investigated. On 8–9 April 2025 Delyan Peevski (DPS-New Beginning), a political opponent of Tsekov in an open dispute over the toll system and API, called him and his family the broker of all roads and urged investigators to check what the wife did during his term as minister. His remarks came after the death of 12-year-old Siyana in a crash. Peevski presented no documents. Tsekov denied the claim and announced a defamation suit. No investigation result has been found. — Epicenter.bg, 09.04.2025
  • Co-manager with the wife of the convicted Ivaylo Birovski. Filternews writes that until 2019 Tsekov co-managed Alteria EOOD with Zhulieta Birovska, wife of the convicted Pleven criminal figure Ivaylo Birovski (known as Ivo Boksa). According to the outlet, she sold the company to his business partner Spas Shopov. Filternews does not allege wrongdoing on his part. The original source is Narod.bg, which Tsekov says is linked to Peevski. No consequence has been found. — Filternews, 17.04.2025
  • Appointments at API and Avtomagistrali. Filternews claims that, as regional minister, Tsekov put Yordan Valchev on the board of API, and that after the death of 12-year-old Siyana in April 2025 her father named Valchev among those responsible. According to the outlet, the minister also appointed Stefan Atanasov, his former business partner in Veridea, to the board of the state company Avtomagistrali. PP-DB demanded Valchev's resignation from API, according to coverage of Peevski's remarks. There is no official finding against Tsekov. — Filternews, 17.04.2025
  • His wife's firm and Diyan Dimitrov's Semper Fortis. Filternews links the firm of Denitsa Tsekova to Diyan Dimitrov's Semper Fortis, which audited Ruja Ignatova's OneCoin in 2015, because the two companies share an office on William Gladstone Street in Sofia. The tabloid Kliuki.bg goes further and claims they are under investigation in the US and Germany; no confirmation of this has been found. According to Tsekov, Narod.bg and Kliuki.bg are linked to Peevski. No investigation, charge or ruling against him or his wife has been found. — Filternews, 17.04.2025
  • His wife's brother – hired by a ministry, then by Sofia Municipality. Filternews reports that Vladimir Lilov, brother of Denitsa Tsekova, was hired in June 2022 as a network and information security expert at the Ministry of e-Government, and after Terziev's election in late 2023 moved to Sofia Municipality. The outlet points to no specific violation beyond the implied connection; no consequence has been found. — Filternews, 17.04.2025
  • Tsekov: the toll system's source code is missing. In September 2023, as regional minister, he said that the source code of the toll system was missing from API, and referred the matter to ДАНС: „Тол системата, за която сме платили 180 млн. лв., не се контролира от държавата“ (our translation: "The toll system, for which we paid BGN 180 million, is not controlled by the state"). The allegation concerns the agency's earlier management. No result of the ДАНС check has been found. — Flagman.bg, 12.09.2023

Other

  • Lawyer and director in the Glavbolgarstroy group. His conference-speaker profile on Economedia says he works in the Glavbolgarstroy group, which he joined in 2000. He was chief legal counsel and executive director and sat on the boards of group companies, and left formally in 2015/2016. Filternews alleges that he did not list the company in his official ministerial biography, and says he is still on good terms with it. — Economedia
