Corruption and scandals

• Fictitious hospitalisations at Pirogov during his directorship. Caretaker health minister Stoycho Katsarov dismissed him as director of Pirogov after an NHIF inspection found fictitious hospitalisations for which the hospital had unlawfully received over BGN 1 million; the results were handed to the prosecution, Mediapool writes. The hospital denied the findings and appealed. According to RFE/RL, the Supreme Administrative Court, in a final ruling, overturned the decision of the Sofia City Administrative Court, which had annulled the sanction, and confirmed that fictitious activity under two clinical pathways was reported at the hospital. — Mediapool, 14 July 2021, RFE/RL Bulgaria, 19 July 2024
• Recording from a Pirogov Medical Council. A leaked recording of a Pirogov Medical Council meeting contains a call „to do everything possible“ (our translation) so that the relatives of the late 15-year-old Danaya and the people behind her foundation „feel what pain is“ (our translation); according to her mother Ani Stoyanova the voice is Baltov's. The foundation's chairs, Stoyanova and Kremena Kuneva, report that the prosecution refused to open pre-trial proceedings over the threats; according to Kuneva the reasons include that under questioning he denied saying it and that the remark is missing from the minutes; no voice examination was made. The foundation is appealing the refusal, and the prosecution has not answered RFE/RL's inquiry. — RFE/RL Bulgaria, 17 May 2024
• Katsarov: my signature in Pirogov's documents was forged. Minister Katsarov tells Nova TV that he himself was among those recorded as hospitalised without having stayed in the hospital, that his signature in the documents was forged, and that Baltov bears responsibility: „That is why I dismissed him.“ (our translation) Dr Hristina Kamenova of Pirogov replies that the minister signed the hospitalisation declarations in front of her. Baltov says he will sue the ministry: „I will bring it against the whole Ministry of Health and its political leadership“ (our translation). Reported by Sega. — Sega, 18 July 2021
• A letter to DANS against colleagues. Marica, citing e-zdravey.com, which published the letter, reports that Baltov wrote to DANS (the State Agency for National Security) about his Pirogov colleagues who had protested against his management since December 2017; in the letter he calls their actions subversive and asks the agency to act within its powers. — Marica, 18 September 2021
