Corruption and scandals
- Prosecutors investigate the approval of the I Tower skyscraper. The Supreme Administrative Prosecutor's Office referred the case to the Specialised Prosecutor's Office for a committed crime. On 8 July 2020, the day before the construction authority (ДНСК) stopped the works, the minister approved the design at the request of the interested party. According to the prosecution, this grossly violated the Cultural Heritage Act. The next day the same party asked ДНСК not to issue a stop order. Chief Prosecutor Ivan Geshev told Nova TV that the minister is being investigated because the future hotel is being built next to a building that is a cultural monument. — News.bg, 10.07.2020
- Recording on the Largo restoration penalty. BSP MP Elena Yoncheva revealed a recording that, in her view, implicates the minister in a corruption scheme. According to her, the scheme was to write off a BGN 700,000 penalty owed by the contractor on the Largo restoration. Banov denies it. He says the recordings were manipulated and falsified and that he had been extorted for years over this recording. — News.bg, 31.01.2019
- Specialised prosecutor's office refuses proceedings on the "Ало, Банов съм" signals. On 11.04.2019 the Specialised Prosecutor's Office refused to open pre-trial proceedings on the signals against the minister for lack of evidence of a crime. Its press centre published the full text of the decree. The signals came from BSP MP Elena Yoncheva, from Korneliya Ninova as chair of BSP's National Council, and from Grigor Zdravkov of the NGO Bulgarian Anti-Mafia Legion. Yoncheva did not appeal the refusal. Zdravkov and BSP filed appeals. On 30.04.2019 the Appellate Specialised Prosecutor's Office requested the file to review the decision. — Blitz.bg, 03.05.2019
- Ministry finally loses the Largo penalty case after a missed appeal deadline. The Ministry of Culture missed the deadline to appeal the ruling that rejected its claim for a BGN 753,000 penalty against the Largo contractor. This emerges from a Supreme Court of Cassation ruling that closes the case for good. The last day was 12 March, and the appeal was registered a day later. The ministry gets nothing and must pay over BGN 73,000 in costs. Banov had said several times that he could not be accused of trying to harm the state because the ministry was suing. In a press release the ministry said its court representation is handled by legal advisers, not by the minister. According to the release, the director of the Legal and Public Procurement Directorate, Tatyana Tsvetanova, had resigned, and the disciplinary check was continuing. — Mediapool, 13.11.2019
- Anti-corruption commission check on a house in Koprivshtitsa. The anti-corruption commission (КПКОНПИ) is checking the origin of the money with which the former minister bought a house in Koprivshtitsa and whether the price was at market level. Inspectors requested documents from the municipality and from the notary who certified the deal. The action follows a signal from the civic association Zograf over suspicions that the price was several times below market. Mayor Boyka Dyulgerova rejects this, saying the price is real for an old house with a small yard. Banov declined to comment to bTV until the check is over. — bTV News, 29.07.2021
