Communist Party and State Security

  • His father – commander of the Submarine Fleet. Bulgarian Wikipedia states that his father, captain 1st rank Gutsan Gutsanov, commanded the Submarine Fleet of the Navy for many years (1958-1981). — Bulgarian Wikipedia, 23.10.2026

Russia

  • Primakov conference organised with the Russian embassy. The BSP press centre said the minister had attended a conference marking 95 years since the birth of Yevgeny Primakov, organised by the Bulgaria-Russia forum and the embassy of the Russian Federation, and had said that dialogue with the East, with Russia and China, is extremely important, BTA reports. Environment Minister Manol Genov said attending was improper because Russia has declared Bulgaria an unfriendly state, and that the BSP would ask for an explanation. Speaking to Nova TV, quoted by Mediapool, Gutsanov replied: „Кое е нередното? Това е научна конференция, която се провежда на българска територия, не руска.“ (our translation: What is wrong with it? It is a scientific conference held on Bulgarian territory, not Russian.) — BTA, 12.02.2025, Mediapool, 13.02.2025

Corruption and scandals

  • Operation Medusas: detained in Varna. The chairman of Varna municipal council was detained for 72 hours in operation Medusas together with Pencho Penchev, head of Gradski Transport, businessman Daniel Slavov and chief accountant Yana Krasteva, news.bg reports. District prosecutor Vladimir Chavdarov said three deals of the municipal company for recycled buses from France and Germany (2003-2007, about EUR 2 million) were being examined. Interior Minister Tsvetan Tsvetanov, quoted by BNT, said Gutsanov's friendship with Slavov had been the basis for the deals. Korneliya Ninova called the operation "political repression" (our translation). — News.bg, 31.03.2010
  • Tsatsarov: the Medusas case should never have begun; Strasbourg rules against Bulgaria. Chief Prosecutor Sotir Tsatsarov acknowledged that the prosecution should not have opened pre-trial proceedings against Gutsanov, which the Varna prosecutor's office terminated in June: „Започнало е нещо по срамен начин и е завършило по срамен начин“ (our translation: something began in a shameful way and ended in a shameful way). The court in Strasbourg had ordered Bulgaria to pay Gutsanov EUR 40,000 over his arrest in the 2010 operation, dir.bg reports, citing BGNES. — dir.bg, 17.10.2013
