Corruption and scandals

  • Srebrenica: cable instructing an abstention at the UN. Clubz.bg, citing documents published by bird.bg, reports that on 23 May 2024 the caretaker prime minister and foreign minister sent a cable instructing Bulgaria's permanent representative at the UN, Lachezara Stoeva, to abstain on the Srebrenica resolution that Bulgaria co-sponsored; Stoeva refused and Bulgaria voted in favour. According to bird.bg, citing anonymous sources, the reversal resulted from instructions by Boyko Borissov after a conversation with Aleksandar Vucic. Glavchev answered: „Скандал със Сребреница няма. Някой се опитва да направи такъв“. (our translation: There is no Srebrenica scandal. Someone is trying to make one.) Speaking to BNT he called the leak criminal, referred to working documents in a decision-making process and declined a parliamentary hearing requested by PP-DB and Vice President Iliana Iotova. — Clubz.bg, 29.05.2024, BNT, 01.06.2024
  • Vazrazhdane: Peevski's appointments in the services and regions. Asked by Vazrazhdane whether appointments in the State Agency for National Security, the State Intelligence Agency, the State Commission on Information Security and the regional governorships had been made by DPS leader Delyan Peevski, the caretaker prime minister denied it, saying: „Назначенията на областните управители са мои с решение на Министерски съвет, а заместник-областните управители пък са си лично мои“ (our translation: the governor appointments are mine, by Council of Ministers decision, and the deputy governors are personally mine). The same day GERB leader Boyko Borissov acknowledged that DPS cadres were being appointed, News.bg reports. — News.bg, 05.07.2024
  • Bozhanov: Peevski's ministers. Commenting on a statement by Delyan Peevski, PP-DB's Bozhidar Bozhanov said it was evident that Glavchev and Interior Minister Kalin Stoyanov „са министри на господин Пеевски“ (our translation: are Mr Peevski's ministers). — News.bg, 31.07.2024
  • Incompatibility with the Audit Office: anti-corruption commission and Constitutional Court. PP-DB MPs asked the Anti-Corruption Commission (КПК) to find that, as chair of the Audit Office, he had also been appointed caretaker foreign minister, which they say is incompatible under the Audit Office Act. The КПК's acting chair Anton Slavchev reported: „Не сме установили данни за несъвместимост“ (our translation: we have found no data of incompatibility); PP-DB's Lena Borislavova voted against the commission's annual report, accusing it of political dependence. The Constitutional Court, by a ruling, turned down the request of PP-DB, APS and MECh to declare an incompatibility. — Actualno.com, 25.02.2025, Novini.bg, 10.04.2025, 24 Chasa, 16.09.2025
  • Bonuses at the Audit Office. PP-DB's Ivaylo Mirchev claimed that in 2024 the head of the Audit Office took BGN 113,257 in bonuses. The institution replied that Glavchev received BGN 24,280 in additional material incentive and, as caretaker prime minister, only his salary. — News.bg, 11.11.2025

Other

  • Recusal from the audit of the Council of Ministers for 2024. The Audit Office states that its chair recused himself and took no part in the audit of the Council of Ministers' consolidated financial report for 2024, because the period covers his time as caretaker prime minister. The report was adopted by four votes. — Audit Office, 16.06.2025
  • Resignation as Speaker. The BSP moved for the resignation of the Speaker, accusing him of systematic abuse of power and of tolerating hate speech; the motion was rejected by 118 votes to 114, with the votes of GERB and the United Patriots (The Sofia Globe). On 17 November 2017, after the opposition made his resignation its condition for returning to the hall, he stepped down, calling it a moral act (BNT). — The Sofia Globe, 01.06.2017, BNT, 17.11.2017
