Russia

  • Sponsor of two draft decisions on the war. His profile on the parliament's website lists them among the acts he filed: No. 50-454-02-6, on not allowing weapons, ammunition and equipment supplied to Ukraine to be used on Russian territory, and No. 50-454-02-7, on the country's non-participation in the military conflict. — National Assembly (parliament.bg), 21 June 2024

Corruption and scandals

  • A 500-leva fine for failing to comply with a court judgment. The penalty was imposed by the Vratsa Administrative Court by order No. 776/03.07.2019: as mayor he had not complied within 14 days with final judgment No. 74/28.02.2019 in administrative case No. 690/2018, which annulled his tacit refusal to issue Intersat OOD an order granting a right of way for an underground fibre-optic network across another's land. The Lovech Administrative Court upheld the order in cassation case No. 246/2019 by a decision not subject to appeal, MediaNews reports. — MediaNews, 20 November 2019
  • Payment refused over public procurement violations. An unsigned article in Zov News, which blames the loss on the mayor and those around him, reports that the Vratsa Administrative Court rejected the municipality's appeal against the Ministry of Regional Development and Public Works' refusal to certify and pay expenditure of over 6,000 leva. According to the text, the court confirmed all three violations, among them sending an invitation to only one chosen participant, and "the third violation is the change of the selection criteria after the bids were opened" (our translation). The ruling can be appealed to the Supreme Administrative Court. — Zov News, 5 September 2019
  • Allegations over an advance for a sports hall in Mezdra. In a complaint against him, the GERB MPs Anton Todorov and Aleksandar Ivanov alleged that almost 1.4 million leva transferred by the state in 2014 for the hall was paid as an advance to the contractor, yet today there is none; they also pointed to 2.6 million leva of VAT that should have been refunded to the municipality on a water and sewerage project. At a briefing covered by KMETA.bg he called their claims "brazen lies" (our translation), said that as deputy mayor he had not dealt with the construction or the contracts for the site, and added: "I submitted all the findings to the district prosecutor's office in Vratsa" (our translation). In his words the public financial inspection agency (АДФИ) investigated the contracts for over a year and drew up violation reports against the former mayors Nikolina Katovska, Ivan Asparuhov and Valentin Valchev. In a campaign piece in Duma, republished by Novini 24/7, he said as the BSP candidate that nothing had been done for an advance of one and a half million, that he had started action "to stop this robbery of public funds" (our translation), and that the leadership after him had put together a club in the municipal council that covered everything up. — News.bg, 4 April 2018, KMETA.bg, 4 April 2018, Novini 24/7 (from Duma), 20 October 2023
  • Allegation of subsidies to his son for municipal pasture. The GERB MP Anton Todorov alleged that his son, then a student in Scotland, received nearly 16,000 leva for 2015 and nearly 15,000 leva for 2016 from the State Fund Agriculture for land leased from the municipality as pasture, and asked the anti-corruption commission (КОНПИ) whether this conflict of interest had been declared. His reply, reported by KMETA.bg: "This is reheated stew; there were checks on it years ago and they found no violations at all" (our translation). — News.bg, 4 April 2018, KMETA.bg, 4 April 2018
  • The municipality in negative financial rankings. MediaNews, which contrasts the figures with the "upbeat tone" (our translation) of the mayor's report on his term, writes, citing a Ministry of Finance analysis: "Mezdra municipality is one of the 9 municipalities in the country which, by the end of the first nine months of 2017, had taken on new spending commitments" (our translation), in breach of Article 77 of that year's budget act. The figures for the second quarter of 2019 put it ninth from the bottom of 265 municipalities on financial independence, financial sustainability and investment activity. — MediaNews, 13 September 2019
  • The MediaNews site would not open on the municipality's computers. The outlet, itself a party to the dispute, writes that in an article on the municipality's official website headlined "MediaNews – an incubator of false news about Eng. G. Sabkov and his team" (our translation), the mayor blamed the problem on a settings change by the provider Atlantis Sat OOD. The provider replied in writing that it had given the parameters to municipal staff in 2004, that they had configured the servers themselves and that it had no access to them: "The configuration settings are valid and remain unchanged to this day" (our translation). It proposed a meeting. — MediaNews, 20 April 2018

Other

  • Lost an insult case against a businessman. His private criminal complaint was against Miroslav Zahariev, who had called him an idiot at a municipal council session. The defence lawyer, Svetla Genova, told MediaNews that the Mezdra District Court had acquitted the defendant, while he himself, by then a former mayor, was ordered to pay the costs; on damages, the court "rejected the civil claim of 8,000 leva brought by the private prosecutor" (our translation). The verdict is not final. — MediaNews, 12 November 2019
  • Campaign accusations against the municipal leadership. As the BSP for Bulgaria coalition's candidate for mayor he told BTA that of the municipality's problems "the most essential and most serious one is the corruption in Mezdra municipality" (our translation), and that the administration is "currently handing out to those close to it" (our translation). The part readable without a subscription names no specific case. — BTA, 19 October 2023
