Corruption and scandals
- Specialised Prosecutor. In December 2021 the Internal Security directorate of the Interior Ministry, then headed by Boyko Rashkov, announced it was appealing the January 2021 refusal of the Specialised Prosecutor's Office to open proceedings on a probe into an organised criminal group involving senior officials of the National Police directorate. His name is not in the communique; MoI sources confirmed to RFE/RL that it concerned Terziyski, then director of the National Police. Terziyski said: "I am not aware of any check being made on me" (our translation). He also repeated Prosecutor General Ivan Geshev's line that the Interior Ministry's activity under Rashkov leads to "the continuation and inflaming of the war that has begun between the Interior Ministry and the prosecution" (our translation). — RFE/RL Bulgaria, 15.12.2021
- Supreme Prosecutor. By a ruling of 21 January 2022, on an appeal by the Interior Ministry's Internal Security directorate, the Supreme Cassation Prosecutor's Office quashed the Specialised Prosecutor's Office refusal of 6 January 2021 (upheld on 22 March 2021) to open an investigation on a signal of participation in an organised criminal group, and returned the case for a new ruling. Neither the Interior Ministry nor the Supreme Cassation Prosecutor's Office names him; RFE/RL, citing MoI sources, writes that it concerns Terziyski. According to the outlet, neither he nor Mladen Marinov commented on the substance of the Internal Security findings. — RFE/RL Bulgaria, 15.02.2022
- The vehicles. The Anti-Corruption Fund claims that a March 2017 Interior Ministry tender for 121 all-terrain vehicles (51 Volkswagen and 70 Land Rover) "also contains serious problems, ambiguities and indicators of violations" (our translation), and sent its analysis to OLAF. According to the RFE/RL article, "among those who signed off on the procedure was the current interior minister Hristo Terziyski, then head of the National Police directorate" (our translation). — RFE/RL Bulgaria, 16.02.2021
- Petrohan. PP-DB MP Ivaylo Mirchev claims that during the break before the closed part of the parliamentary hearing on "Petrohan" the acting DANS chairman Denyo Denev "went to be briefed by GERB MP Hristo Terziyski in front of the DPS-New Beginning offices" (our translation), and attached photos from the corridor. According to Mirchev, Denev afterwards declined to say whether DANS had recruited any of the six men. The article carries no reply from Terziyski. — ClubZ, 11.02.2026
- Kyustendil. In October 2022 caretaker interior minister Ivan Demerdzhiev said on Nova TV that the Kyustendil regional police director Svetoslav Grigorov was replaced over unregulated contacts with Terziyski and Mladen Marinov, according to Internal Security data: one-on-one meetings in an establishment. Grigorov denied having talked with GERB representatives. The article carries no reply from Terziyski on this. — ClubZ, 25.10.2022
- GDBOP. RFE/RL writes that the career of former GDBOP director Lyubomir Yanev is tied to Mladen Marinov and Hristo Terziyski; Terziyski left him at the head of GDBOP. Boyko Rashkov, who later removed Yanev and is now a PP-DB MP, told the outlet: "Yanev was close to the murdered Martin Bozhanov. From this we can conclude that it was no accident that an external competition was opened for Bozhanov's wife at GDBOP in the time of minister Hristo Terziyski" (our translation). According to the article her appointment formally bears Rashkov's signature, while the competition was prepared and held under the previous leadership. The article carries no reply from Terziyski. — RFE/RL Bulgaria, 08.03.2024
- The 2023 check. In January 2023 the prosecutor's office announced it was checking a "former interior minister and current MP" for possible money laundering and crimes against justice, without naming him; parliament then had three former interior ministers – Boyko Rashkov, Mladen Marinov and Hristo Terziyski – and according to the website PIK the complaint was against Rashkov. Asked, Terziyski "also said he had never received money from abroad" (our translation). — RFE/RL, 18.01.2023
