Corruption and scandals

  • Hemus. In December 2021 the Sofia District Prosecutor's Office charged Kalin Stoyanov, then director of GDBOP, with pressuring prosecutors in the money-laundering investigation tied to the construction of the Hemus motorway. Stoyanov denies it, saying he only asked why the accused, Borislav Kolev, had not been questioned. — RFE/RL Bulgarian Service, 23.12.2021
  • The dropped case. According to Sega, the Hemus case against Stoyanov was terminated "very quietly" in early 2023, as the Sofia District Prosecutor's Office told the paper, in contrast to the "noisy announcement" of the charge (our translation). — Sega, 05.06.2023
  • Filipov. BIRD claims that chat messages show that in 2022 and 2023 the then GDBOP chief Kalin Stoyanov and Burgas businessman Nikolay Filipov "coordinated their actions", and that Filipov used Stoyanov to put pressure on MVR personnel policy. According to BIRD, Filipov is a witness in an investigation supervised by the Sofia City Prosecutor's Office, and sources there say that "within days immunity will probably be requested for at least one of the two" – Stoyanov and Delyan Peevski (our translation). Filipov told Mediapool that he was summoned and gave explanations, but "I did not initiate giving testimony against Kalin Stoyanov" (our translation), and denies having influenced MVR appointments; according to Mediapool he is pursuing many lawsuits against BIRD and one of its journalists. Stoyanov claims that Interior Minister Ivan Demerdzhiev is trying to use Filipov as a false witness against people the minister finds inconvenient. — BIRD, 13.07.2026; Mediapool, 13.07.2026, mediapool.bg
  • His wife. BIRD reports that a check in the Commercial Register showed that Stoyanov's wife Velina Kovacheva-Stoyanova and road builder Ognyan Zvezdov hold equal shares in "VIO 555" OOD, registered days before Easter 2025. According to BIRD, heavy machinery of Zvezdov's firm "Moni-07" was filmed ploughing the Vit riverbed and hauling gravel for the construction of the Hemus motorway. The article carries no reply from Stoyanov. — BIRD, 21.04.2025
  • DPS. In February 2024 former interior minister Boyko Rashkov, who accuses Stoyanov of leaks to the "Notary" group from the time Stoyanov headed GDBOP, told BNR: "As I found out a little later, he had visited the DPS headquarters. The zeal with which they protect the interior minister shows that the link is long-standing and quite strong" (our translation). Stoyanov rejects all the accusations and says he has no behind-the-scenes political ties. — RFE/RL Bulgarian Service, 03.04.2024
  • On the DPS lists. In September 2024, after more than a year of accusations of ties to DPS, which he repeatedly rejected, Stoyanov accepted Delyan Peevski's invitation and joined the DPS–New Beginning lists: "I am joining this campaign as a non-party person and from the civil quota, as I will remain in future" (our translation). — RFE/RL Bulgarian Service, 22.09.2024
  • Magnitsky. In December 2025, in the parliamentary committee on internal order and security, GERB, BSP and ITN abstained and DPS–New Beginning voted against amendments to the anti-money-laundering measures, tabled by Bozhidar Bozhanov (PP-DB), that would have allowed Magnitsky sanctions in Bulgaria. Stoyanov said that "the real aim of this law is for Bulgarian citizens to be subjected to civil death in their own homeland" (our translation). — Dir.bg, 18.12.2025
  • Demerdzhiev. In June 2026 Stoyanov filed a complaint with acting Prosecutor General Vanya Stefanova about the criminal case against Interior Minister Ivan Demerdzhiev (an annex to the identity-documents contract), asking whether it will be sent to court again or "tactfully dropped without much noise" (our translation). According to Sega, Demerdzhiev is one of the serious critics of Peevski and Stoyanov, and the court has twice returned the case for further investigation. — Sega, 22.06.2026
