Russia

  • Lukoil: the special manager. In November 2025 the new Deputy Speaker of parliament Angelov said on the programme "Denyat zapochva s Georgi Lyubenov" that appointing a special manager of Lukoil is meant to "guarantee stability of supplies and protect the national interest", and that Lukoil would be valued at market price and sold, "if it is sold at all", to whoever offers the best price (our translation). — Mediapool, 09.11.2025
  • Lukoil: secrecy. In November 2025 Angelov called for the Lukoil talks not to be discussed in advance: "We will keep all the negotiations under way secret for now", because "we also have a country that does not fall within Bulgaria's circle of friendly states" (our translation). According to RFE/RL, he was referring to Russia. — RFE/RL, 02.11.2025

Corruption and scandals

  • The children's hospital. In March 2022 Dnevnik cited Interior Ministry documents sent to the prosecutor's office stating there is "sufficient data of an official crime" (our translation) for the prosecutor's office to open an investigation against the former GERB health ministers Kiril Ananiev and Kostadin Angelov over the procedure for building the National Multi-profile Children's Hospital. A signal on the case was filed in August 2021 by caretaker health minister Stoycho Katsarov. Two days earlier the Specialised Prosecutor's Office said it had opened an investigation into an official crime at the health ministry in connection with the contract, without saying under whose tenure it was committed; the article reports no charge. — RFE/RL, 16.03.2022
  • Aleksandrovska: the audit. In June 2021 an audit by the Ministry of Health at Aleksandrovska hospital, started on a signal from board member Dr Aleksandar Oskar, found "a lasting trend of deterioration of its financial condition over the last 10 years" and a "gross violation" of the board of directors' rules of work (our translation). The ministry noted that 2012 was the last year with a positive current financial result, and that Kostadin Angelov took over as head of the hospital in 2013. According to Mediapool, the published data contain no analysis of the causes of the losses and no evidence of financial abuse; Angelov says the loss is due to large depreciation costs for purchased equipment. — Mediapool, 02.06.2021
  • Aleksandrovska: the repair. In April 2022 the Interior Ministry sent the Sofia City Prosecutor's Office a check on a repair contract at Aleksandrovska, under which the contractor was paid over BGN 562,000 in advance while the repairs "were never carried out" (our translation). According to the Interior Ministry the case shows signs of mismanagement, and the delay is the hospital's fault because it did not obtain construction papers. The contract was held while Kostadin Angelov was the hospital's director. — Mediapool, 11.04.2022
  • The lawsuit against Katsarov. In March 2025 the Sofia City Court ordered former caretaker health minister Stoycho Katsarov to pay Angelov BGN 50,000 in non-pecuniary damages (a partial claim of BGN 100,000), finding that his claims that Angelov had run up huge debts and spent carelessly at Aleksandrovska harmed Angelov's honour and dignity. The ruling is not final; Katsarov said he would appeal. — Sega, 17.03.2025
