Corruption and scandals

  • Prosecutor's check over alleged misappropriation of money for a sporting event. BNR reported, and News.bg repeated, that prosecutors were checking the MP over alleged misappropriation of money for a sporting event. The check followed a signal from Stefan Kolev, president of the Bulgarian Ushu Federation, who is in a dispute with Manev. By a decree of 20.10.2015 the Stara Zagora prosecutor's office refused to open criminal proceedings. Plovdiv appellate prosecutor Perpelov sent the file back to Stara Zagora for a further check. News.bg also reports that the explanations given by his wife were considered inadequate. No charge or conviction has been found. — News.bg (citing BNR), July 2016
  • Conflict-of-interest question over the security law. As a co-sponsor of amendments to the private security law, Manev stated: „Никога не съм имал частна охранителна фирма“ ("I have never owned a private security company", our translation). OFFNews notes that he had been assistant director, teacher and founder of the private Security College in Stara Zagora, and raises the question of a possible conflict of interest in a sector for which he trained people. His statement has not been checked against the Commercial Register. There is no information on any consequences. — OFFNews, January 2021
  • Claim of disciplinary dismissal from the police. Journalist Mikhail Mikhaylov claims in a video, republished by narod.bg and informiran.net, that Manev was disciplinarily dismissed from the police as a sergeant and later from the Охрана unit of the Ministry of Justice. This contradicts the official GERB biography, which gives 13 years in the criminal police. Mikhaylov knows him personally and opposes the party, and both outlets are strongly hostile to it. No documents are presented and no independent source confirms the claim. The material carries no reply from him. — informiran.net, 9 May 2021

Other

  • Tables motion to cancel election of a new Dossier Commission. As chair of the Internal Security Committee he tabled the motion, adopted by 159 votes to 7, to cancel the procedure for electing a new Dossier Commission. He argued that the Commission is a special body. It was later reported that GERB had nominated six of the nine members, more than the law allows for one party. A new procedure was opened, and according to News.bg the head of ДАНС was elected to lead the commission with 120 votes. — desebg.com, 11 April 2025
  • Refused clearance for access to secret information. PressTV – Novinite ot Kazanlak writes that by refusal No. 113/14.06.2005 the director of the National Security Service denied Manev a secret-level security clearance. According to the site, ДКСИ and the Supreme Administrative Court upheld the decision, leaving him unable to work in the judicial guard service. The article appeared during a dispute over the Revisions Commission in the National Assembly, which he was trying to thwart, and is not neutral. The decisions themselves have not been seen, and the article carries no reply from him. — PressTV – Novinite ot Kazanlak, 13 May 2021
