Corruption and scandals

  • Dismissed from NDK and tried over its management. According to Bulgarian Wikipedia, Minister Liliana Pavlova dismissed him as NDK director in June 2017, and in 2018 he was charged with deliberate mismanagement on a particularly large scale. The indictment against him and the former chairman of the palace's board of directors, filed on 31 May, says he ordered 3.4 million leva of the funds earmarked for the NDK renovation to be spent on other activities. Judge Stefan Milanov of Sofia City Court terminated the case and sent it back because the charge was unclear, 24 chasa reports. — Bulgarian Wikipedia, 2026, 24 chasa, 18 Jun 2018
  • Fully acquitted in the NDK renovation case. Club Z writes that he was acquitted at three instances and quotes the Supreme Court of Cassation's announcement: "With the verdict the defendant Miroslav Borshosh is acquitted entirely of the charges brought against him" (our translation). The only conviction in the case is of Valentin Krastev, 3 years suspended with 5 years' probation for coercion through abuse of power over a tender for the NDK renovation, final under Supreme Court of Cassation Decision No 400 of 9 July 2024. — Club Z, 11 Jul 2024
  • Tourism Ministry tender for printed materials. A Ministry of Tourism tender for printed advertising materials with an estimated value of 1.7 million leva before VAT, announced on 17 April, was awarded to Формат Вижън after all other bidders were excluded. PP-DB MP Elisaveta Belobradova alleges that prices are 5 to 7 times market level and that the firm had never before taken part in public procurement. Answering a parliamentary question, Borshosh calls these speculative insinuations of inflated prices and writes that "all legal requirements and the conditions set in the tender were met" (our translation), Actualno.com reports. — Actualno.com, 1 Jul 2025
  • Signal from Democratic Bulgaria councillors about NDK. Democratic Bulgaria's councillors in Sofia Municipal Council, Yana Todoranova, Mihail Pargov and Simeon Stavrev, file a signal with the Prosecutor General, ADFI, the police and the Ministry of Culture. They say NDK's spending includes "23,000 leva to secure a luxurious lifestyle for Borshosh himself" (our translation), that bank statements show 19,800 leva on luxury goods, restaurants and bars, that the Lexus lease for his personal use was renewed, and that the company was brought to practical bankruptcy. The signal is published on the party's website. — Democratic Bulgaria Sofia, 21 Jun 2021
  • His successor cites the ministry's spending. Tourism Minister Ilin Dimitrov, next in the post, said that in 2025 the ministry spent 48,000 leva on photo prints for the corridor, signed a 541,000 leva contract for advertising clips on a building facade and subsidised events for about 2.5 million leva. He added that he makes no accusations and that an Audit Office audit is under way, SedemBG writes, citing Bnews.bg. — SedemBG, 14 Jun 2026
