Communist Party and State Security

  • She criticised ex-State Security and RUMNO staff in the Foreign Ministry. On 28.12.2021 Nadezhda Neynski criticised Foreign Minister Genchovska on NOVA for surrounding herself with former State Security (ДС) and RUMNO staff, as reported by Zonanews.bg. She said: „Тези хора са обучени и тренирани да защитават тоталитарна държава и да участват в разграждането на демократичната държава“ (our translation: these people have been trained and drilled to defend a totalitarian state and to take part in dismantling the democratic state). She thus publicly comes out in favour of excluding former ДС cadres from the foreign service. The outlet disputes her position, arguing that she herself appointed such people. — Zonanews.bg, 28.12.2021
  • Her deputy Marin Raykov – accused of collaborating with RUMNO. In 2026 caretaker Prime Minister Gyurov named Marin Raykov deputy foreign minister under Minister Neynski. BTA writes that he had also been her deputy in 1998–2001. Velizar Enchev, a former State Security (ДС) officer, accuses him of being a RUMNO collaborator (as reported by Bivol.bg and Zonanews.bg). Raykov rejects the accusation. The article states that his father was a ДС officer. No archive document on his role in RUMNO was found, nor any Dossier Commission decision confirming it. According to bTV and dir.bg, he remained deputy minister throughout her term. — Bivol.bg, 22.03.2013
  • Claim that 67 ambassadors who were ДС agents were appointed during her term. In an opinion column in Faktor (column Лачени цървули), Hristo Markov claims that as foreign minister she sent „точно 67 агенти на ДС !!!“ (our translation: exactly 67 ДС agents) to represent Bulgaria around the world. He says 67 of the 190 ambassadors established as ДС agents by Dossier Commission reports were appointed during her term, about 35%. He says he counted them himself over two days, and gives no names or decision numbers. The figure has not been checked against the commission's decisions, and nothing is known to have followed. Even if proven, it concerns ambassadors appointed by the government and the president, not her as an agent. — Faktor, 28.04.2013
  • Zonanews.bg: she appointed many ДС and RUMNO people. The article is written as a response to her television remarks against the appointment of former State Security (ДС) staff by Minister Genchovska. It claims that she, the Kostov cabinet and President Stoyanov appointed whole partisan units from State Security and RUMNO as ambassadors and officials. No author is named. The part that was read contains no names or documents. It was also published on Breaking.bg and has not been checked against Dossier Commission decisions. — Zonanews.bg, 29.12.2021
  • Her then-husband – at a foreign-trade company in Egypt. In the 1980s he was deputy head of Technoexport in Egypt, according to a biographical note on OMDA. Bulgarian Wikipedia names a different company, Mashinoexport, which it says sent him. Neither source gives a State Security (ДС) link. No Dossier Commission decision about him was found, and no article claims he was a collaborator. His post is only a biographical fact. — OMDA, 09.02.2012

Corruption and scandals

  • Her then-husband bought 67% of Avtotransservis in 1998. While she was foreign minister, her then-husband Kamen Mihaylov bought 67% of the state company Avtotransservis EAD, which held the former garage of the Central Committee of the BCP, writes Zonanews.bg in a reprint from Sofia24.bg, which cites the newspaper Banker. The price was BGN 1,497,491, partly paid in compensation bonds. The publication says he did not fulfil the privatisation contract and in 2004 sold the company to the Panamanian Stylex Corp. A forum text reprinting older material (clubpolitika, excerpt only) says the Post-Privatisation Control Agency sought penalties of about BGN 810,000 for the failure to fulfil it, plus court claims over unlawful dismissals. The outcome of the cases has not been established. In 2021 the property was sold to the builder Veliko Zhelev (mreja.bg, excerpt only, citing people "in the know"), and the garage was demolished in 2022. No charges against her were found. — Zonanews.bg (via Sofia24.bg and Banker), 23.01.2022
  • Accusations of clientelism over the Avtotransservis privatisation. The link runs through her ex-husband Kamen Mihaylov, whose firm Sigmakar privatised 67% of Avtotransservis, the former garage of the Central Committee of the BCP, in 1998, Kapital alleges. She was accused of clientelism because of his role in the privatisation. Bulgarian Wikipedia and omda.bg describe these as accusations made by some people. No prosecution or court reaction against her personally was found. It has not been established who in the government decided on the deal. According to a blog by Krasimir Govedarov (excerpt only), the tender was announced by Transport Minister Vilhelm Kraus. The Kapital page could not be opened for verification (HTTP 403). — Kapital, 20.06.2008 (archived)
  • Claim of selling electable places on SDS lists. In an opinion column in Faktor, Hristo Markov claims that „през 2005 г. за първи път въведе практиката да се продават избираеми места в листите на СДС“ (our translation: in 2005 she introduced for the first time the practice of selling electable places on the SDS lists). This refers to the period of her leadership. The author is described as a former SDS member; the text gives no names or documents. No inquiry or court proceedings were found. — Faktor, 28.04.2013
