Corruption and scandals
- Protest by Sofia Philharmonic musicians against him. At the end of 2023 musicians of the Sofia Philharmonic, which he directs, protested over how funds were distributed, reports Boulevard Bulgaria. Some of them demanded his resignation. The musicians were party to a labour dispute with him as director. The dispute ended with more state funding and legislative changes allowing higher pay in cultural institutes. No resignation or charges against him were reported. — Boulevard Bulgaria, 18.02.2026
- Inspections in cultural institutions after a 2024 theatre scandal. In 2024 a scandal arose over the state theatres in Razgrad and Smolyan and the draining of state funds. After it, minister Todorov ordered many inspections in cultural institutions, writes Mediapool. A Podtepeto piece, citing sources, claims his name was involved in the scandal; what exactly is meant has not been established, and Mediapool describes him as the minister who ordered the checks. No evidence of charges against him personally was found, and the Podtepeto claim is unconfirmed. The Mediapool page could not be opened during checking (HTTP 404), so the content is not verified on the page itself. — Mediapool.bg, 18.02.2026 (archived)
- 2023 conflict at the National Theatre. During his first term as minister a conflict broke out at the National Theatre between director Vasil Vasilev and chief director Alexander Morfov, writes Boulevard Bulgaria. Todorov talked to both sides, did not take sides, and refused to dismiss the director at the protesting actors' demand. According to Mediapool and Boulevard Bulgaria, the tension was within the theatre and was not an accusation against the minister. No charges or sanctions against him were reported. — Boulevard Bulgaria, 18.02.2026
