Corruption and scandals

  • Military Medical Academy contracts worth BGN 1.6m to firms linked to Yavor Tsonev. While Petrov headed the Military Medical Academy (ВМА), the hospital awarded two public contracts. One was for orthopaedic supplies worth nearly BGN 1,177,731 including VAT and went to the Ортопедие-Инвекс consortium, with a contract dated 13 January 2015. The other was for medical devices worth BGN 429,300 including VAT and went to Ортопедие-БГ in February 2017. Yavor Tsonev, son of the owner of Ортопедие-БГ, signed the contract on behalf of the contractor. Petrov's daughter, Руслана Николаева Петрова, lives with him as a partner. At the time of the deals she was head of the political cabinet of health minister Petar Moskov. A firm she solely owned until August 2014 is registered at the address of Ортопедие-БГ. The revelations were broadcast by bTV and are based on an audit report of the Ministry of Defence. The report was prepared when Stefan Yanev was defence minister. The audit found that the missing BULSTAT or EIK (company registration number) of the contractor in the consortium contract was a breach of the law. The report was passed to the Military Prosecutor's Office, which in June refused to open pre-trial proceedings because the acts did not constitute a publicly prosecutable crime. Asked about the address, Petrov wrote: "The seat and registration of commercial companies are not within the competence of the contracting authority" (our translation). He told bTV that the main criterion in both contracts had been the lowest price, and said: "There is nothing illegal!" (our translation). The day after the broadcast he resigned and Borisov accepted the resignation. Ministers welcomed it as a "moral act" (our translation). — Mediapool.bg, 30.10.2017
