Corruption and scandals

  • As minister, he alleges non-transparent decisions at the Road Infrastructure Agency. Caretaker minister Nikolay Naydenov alleges, in an interview with Капитал reprinted by the Regional Development Ministry, that non-transparent decisions were taken at the Road Infrastructure Agency over road repairs. According to him, an internal audit of the guardrail tender, worth almost half a billion euro, found that participants had been wrongly removed. He adds: „Дал съм доклада им на МВР.“ (our translation: "I have given their report to the Interior Ministry.") According to dir.bg, he also halted the tender itself (€590m). The allegations are against the agency's previous management, and the minister is a party to the case. The cited sources contain no information on any charge or conviction. — Regional Development Ministry (Kapital interview, Mila Cherneva), 09.04.2026
  • In the Baba Alino case he speaks of fixers in the Varna cadastre. Speaking about the Baba Alino illegal-construction case near Varna on bTV's Лице в лице on 02.06.2026, Nikolay Naydenov, by then a former minister responsible for the cadastre, said that a group of fixers works there, including people from the cadastre. He said he had twice tried to dismiss the head of the Varna cadastre office, without success, and that the case never reached him as a file. He added: „Аз нито съм първият, нито Шишков ще е последният министър, който е искал да я уволни“ (our translation: "I am neither the first, nor will Shishkov be the last, minister who wanted to dismiss her"). He is a party to the dispute, in which Krasimira Bozhkova is also involved. According to the source, she was removed and later dismissed, and announced a defamation suit against him. No charges against him have been reported. — bTV Novinite, 02.06.2026
  • The dismissed Varna cadastre head announced a defamation suit against him. Krasimira Bozhkova announces at a press conference in Varna that she will sue the former regional minister Nikolay Naydenov for defamation, BTA reports. A former head of the Varna cadastre office, she is in dispute with him and with the Regional Development Ministry, and was dismissed in the Baba Alino case. According to the source, she will do the same with the current minister Ivan Shishkov over public accusations in the case. This is Bozhkova's own statement. There is no information on whether the suit was filed or how it ended. According to DeFakto, the Supreme Administrative Court upheld her removal by an order of 07.08.2026, but that is not a ruling on the defamation claim. — BTA, 06.07.2026
  • GERB alleges that Boneva threw him out of the minister's office. In March 2026 GERB's PR officer Nikola Nikolov asked on Facebook whether the outgoing minister Angelina Boneva had thrown Nikolay Naydenov out of the minister's office. GERB and ITN used the matter to attack the Gyurov cabinet, writes Днес.dir.bg. Both parties are political opponents of that cabinet, and Boneva is in a dispute with the caretaker prime minister. The president signed the decree, she was released for health reasons, and Naydenov took the oath on 10.03.2026. There is no information that the claims were confirmed. — Dnes.dir.bg, 10.03.2026
