Communist Party and State Security

• A State Security officer in Smolyan with his father's name. A question to Nikolay Melemov. Dossier Commission Decision No 2-28 of 04.07.2012 names „о. р. Тодор Христов Мелемов“ as having recruited, on 27.11.1961, and run agent „Емо“, Aleksandar Yosifov Marinov, for the Smolyan and Veliko Tarnovo regional State Security directorates. According to Decision No 2-734 of 18.10.2016, „о. р. Тодор Мелемов“ recruited, on 01.07.1977, and ran Georgi Anastasov Solakov, a safe-house keeper code-named „Иглика“, for the Second Directorate line at the Smolyan regional directorate. Nikolay Melemov was born in 1963 in Polkovnik Serafimovo, Smolyan district, and his patronymic is Todorov. The decisions do not give the officer's date of birth, and we found no source confirming or ruling out the kinship. Russia

• Member of the National Council of Rusofili. Otzvuk.bg writes that the mayor's name appears in the association's registration in the Commercial Register and the register of non-profit legal entities, and that he has been a member of the National Council of the Rusofili movement since 11 June 2016. According to the outlet, the council's chairman Nikolay Malinov was detained for espionage, and the movement is suspected of spying for Russia. The same text reports that a regional round of the National Festival of Russian poetry, song and dance has been held in Smolyan under his patronage for several years, and that on 15 October of the previous year he signed a cooperation agreement with the Russian city of Michurinsk, Tambov Oblast. — Otzvuk, 10.09.2019

Corruption and scandals

• A loan of BGN 167,000 to the sons' company. Top Presa claims that the mayor's declaration to КПКОНПИ lists no property, car or savings other than BGN 167,000, declared as a receivable under a loan contract to ДЕРМАКС ООД. The outlet writes that, according to the Commercial Register, the company is managed by his sons Todor and Mario Melemov, and raises questions about the origin of the money, the absence of interest and collateral, and a possible conflict of interest. The text ends with a request to КПКОНПИ, the National Revenue Agency and the regional prosecutor's office for a full check. The publication carries no reply from the mayor. — Top Presa, 10.09.2025
