Russia

  • Consul. BTA reports that Rashko Dinkov was appointed honorary consul of Kazakhstan in Blagoevgrad, the decision having been announced after a Council of Ministers meeting at the end of February 2024; the consulate opened on 18 October 2024. — BTA, 18.10.2024

Corruption and scandals

  • Contracts and party. Club Z writes that the businessman and honorary consul of Kazakhstan is engaged in construction and wins public contracts in the municipality, and that in 2014 he headed the Blagoevgrad structure of Nikolay Barekov's Bulgaria Without Censorship, a party around which "suspicions linger to this day that it was created with the money" of Tsvetan Vassilev and Delyan Peevski "via KTB" (our translation). The suspicions concern the party; the outlet gives no source for them. — Club Z, 28.04.2026
  • His brother. A Club Z article by Marieta Dimitrova on the insulation programme in Blagoevgrad claims that contracts under the programme proved "useful" for securing majorities in the municipal council, and gives as an example Hydroenergy-BG OOD, managed by Milen Dinkov, which signed a contract worth BGN 2,363,858.54 with VAT; "Milen is the brother of Rashko Dinkov", then a municipal councillor (our translation). The article mentions no proceedings. — Club Z, 24.12.2017
  • Tax assessment. Struma reports that the Supreme Administrative Court annulled a National Revenue Agency assessment against his company Hydroenergy-BG OOD for targeted contributions for 2022 to the Electricity System Security Fund that were not paid in full (BGN 199,761.59 plus BGN 32,487.85 interest) and ordered the Agency to pay the company BGN 55,000 in court costs; the Blagoevgrad Administrative Court had earlier dismissed the appeal. According to the court, the Agency had not invited the company to correct its declaration before issuing the assessment. — Struma, 31.10.2025

Other

  • Family firm. In 2016 Mediapool, citing a Commercial Register check, wrote that Hydroenergy-BG belongs to Georgi Dinkov and his three sons Ilian, Milen and Rashko. The company is part of the consortium Vodoprovodi Sever 2016, contractor for replacing water mains in Razgrad, financed with BGN 2.6 million from the state budget. — Mediapool, 08.11.2016
