Public record

Compiled from publications and official records as of 18.10.2026. Every statement links to its source; claims made by others are marked as such, with who makes them. Quotations in English are our translation.

Russia

  • TurkStream. On 19 June 2025, as prime minister, he stated that the TurkStream pipeline will keep operating after the European Commission's decision to phase out Russian gas, calling it "a very well structured business project" (our translation). — Club Z, 19.06.2025
  • Lukoil. On 14 November 2025 his government appointed the head of the National Revenue Agency, Rumen Spetsov, as special manager of Lukoil's Bulgarian business, a week after a majority of GERB, DPS-New Beginning, BSP and ITN passed amendments giving the special manager wide powers and excluding his acts from judicial review. President Radev vetoed them and parliament immediately overrode the veto. PP leader Asen Vassilev called the candidacy "quite a bad joke" (our translation) and claims Spetsov lacks the five years' experience in managing refineries and oil companies required by the 2023 law; Dilov defended the candidacy, saying Spetsov meets all legal requirements. — RFE/RL Bulgarian Service, 14.11.2025
  • UN. On 26 September 2025, in his UN General Assembly speech, he said that Russia's war in Ukraine threatens the legitimacy of the UN, citing the aggression against Ukraine, the entry of Russian drones and aircraft into NATO countries and the abuse of the veto. — RFE/RL Bulgarian Service, 27.09.2025
  • The plane. In September 2025, as prime minister, he rejected the possibility of a Russian hybrid attack when the GPS signal was lost during the landing of Ursula von der Leyen's plane in Plovdiv: he described a five-minute disturbance in frequencies and said the government was the victim of a "hybrid information campaign of the opposition" (our translation). — Mediapool, 04.09.2025

Corruption and scandals

  • Kostinbrod. As former chief secretary of the Council of Ministers he stood trial in the Kostinbrod affair (surplus ballots at the Multiprint printing house) for failing to perform official duties between 27 April and 12 May 2013; the prosecution sought a two-year suspended sentence. On 15 April 2015 the court found him not guilty; the ruling could be appealed. — News.bg, 15.04.2015
  • The hotel. In September 2025, as prime minister, he told BNT that construction of the so-called waterfall hotel, linked to his wife, is financed with loans, that all funds are publicly declared, and that the company in which his wife is a partner holds a minority stake in the project. — Mediapool, 21.09.2025

Other

  • Parents. According to 24 Chasa, his mother Yordana was for many years a lecturer at the Higher Economic Institute and his father Dimitar was a teacher in Smolyan; shortly after they met, the two moved to the capital. — 24 Chasa, 18.01.2025
