Corruption and scandals

  • Citadela BG. BIRD wrote on 15 April 2021 that Kirova and Ismet Osmani "Tsuri", a Kosovo citizen (arrested in Pristina in 2019; described as "especially dangerous" in a BND report), founded Citadela BG AD together with two others in November 2004; according to the Commercial Register the company is in liquidation, Kirova is its procurator and the two formally remain shareholders. Kirova told BIRD she does not know Osmani. — BIRD, 15.04.2021
  • The apology. On 23 April 2021, in a dispute over GERB's bill for a majoritarian electoral system, ITN parliamentary group leader Toshko Yordanov said from the rostrum that according to Bivol Kirova was a "partner of the Kosovo drug boss Ismet Osmani". On 25 April 2021 he apologised for calling her partner a drug trafficker: "I allowed myself to quote unverified information" (our translation). — Dir.bg, 25.04.2021
  • Her brother. BIRD claims, citing court documents seen by ICIJ colleagues, that Kirova's brother Konstantin Lyubenov Varbanov and Christoforos Nikos Amanatidis "Taki" are being investigated abroad in a money-laundering and terrorism-financing case and travelled together to the country where the investigation is held; the outlet adds that Kirova and her brother have a shared business in Danube Dredging Fleet – Vidin. The brother has sued the article's authors in the Sofia City Court for BGN 26,000. The same article notes that the Interior Ministry answered a parliamentary question saying it has no data on criminal activity by Osmani in Bulgaria. — BIRD, 24.11.2022
  • Osogovo. BIRD writes that Venti Group, a company owned by Kirova, applied to Kyustendil municipality in early 2025 to amend the general spatial plan in order to build wind turbines in Osogovo. Citing posts by environmental activist and former deputy environment minister Toma Belev, the outlet claims that 9,975 decares of former state pastures there ended up in the company, and that Kirova was among the GERB MPs who in 2023 proposed an amendment allowing municipal general spatial plans to be changed on an application for a renewable-energy project; the amendment was adopted in late 2023. — BIRD, 27.04.2025
  • The port. On 18 May 2022, during the debate on amendments to the Law on Maritime Spaces, Inland Waterways and Ports, she declared: "I declare a conflict of interest because I am the owner of a port and own 11 vessels, ships that carry out various activities" (our translation). — Mediapool, 19.05.2022
