Corruption and scandals

• Charge of offering a bribe to the district mayor. Charged, not convicted: according to a Sofia City Prosecutor's Office statement in which the accused appears only as R. Y. (Trud links the initials to Rositsa Pandova-Yovkova), on an unspecified date in February 2025, as deputy mayor of Lyulin district, she offered BGN 2,500 to the district mayor because on 25.11.2024 he had concluded a contract with a company for the design, repair and reconstruction of a school yard; the charge is under Art. 304a in conjunction with Art. 304(1) of the Criminal Code, and the preventive measure is bail of BGN 5,000. She told 24 Chasa (our translation): "Public procurement has not passed through me - it is neither in my portfolio nor within my powers." Club Z reports that on 14.11.2025 she was sent to trial before the Sofia City Court together with three others. • Lyulin mayor: she offered me a bribe, Kiril Petkov vouched for her. Georgi Todorov, mayor of Lyulin, whose claims started the scandal over corrupt pressure from the PP leadership and who left the party, told BNT that Pandova had been foisted on him as a personal friend of Kiril Petkov, who vouched for her personally, and (our translation): "She tried to bribe me by offering me 5,000 leva." He told bTV that at the end of February she proposed that they split five thousand leva over a contract of a firm close to Vanina Vetsina, concluded at the end of the previous year. • Asen Vasilev: she is no longer on the mayor's team and is under investigation. Asen Vasilev said that Todorov complained to Kiril Petkov that Pandova did not respect him, and Petkov replied that the mayor decides on his own team; a few days later she was no longer part of the Lyulin mayor's management team.
