Corruption and scandals

• Wife's property deals missing from the published declaration. Bivol found that in 2017 his wife, Веска Порожанова, received two apartments on Черни връх Blvd. with an underground garage and more than 13 decares of farmland in Банкя from two companies in which she had held stakes: Армар Корпорейшан Дженерал Техникал Ко-оперейшан and Частни инвестиционни проекти. Сега wrote: „Тези сделки не фигурират в годишната декларация на министър Румен Порожанов, а той е бил длъжен да ги обяви.“ (our translation: "These transactions do not appear in Minister Румен Порожанов's annual declaration, and he was obliged to declare them.") In the copy the paper obtained from the ministry the wife is listed, while the version on the КПКОНПИ website omits her entirely. The ministry says the transactions were reflected in the declaration and that it does not know why they are missing from the published copy. It describes the transfers as dispositions of liquidation shares. The anti-corruption commission declined to comment to the paper. — Sega, 10.05.2019
• Property bought at low prices in 2004. At the time, while he was a Ministry of Finance employee, the family made three property deals: a maisonette and an apartment from the firm Григо Х, and building rights for an apartment in the Слатина district, which he bought himself for 18,219 leva. Сега writes: „Мезонетът от 240 кв. м с гараж от 20 кв. м в столичния квартал "Красно село" е купен от съпругата Веска за 57 668 лв.“ (our translation: "The 240 sq m maisonette with a 20 sq m garage in Sofia's Красно село district was bought by his wife Веска for 57,668 leva.") The paper's check shows that the prices matched the tax valuations of the time, which were raised sharply only in 2009, and that the law allowed deals at tax valuation. • Guest-house irregularities and 11 million euro. Glasove.com, retelling his appearance on bTV's morning show, wrote: „Порожанов призна, че заради нарушения България ще трябва да плати 11 милиона евро.“ (our translation: "Porozhanov admitted that because of irregularities Bulgaria will have to pay 11 million euro.") He said that more than 538 signals had been sent to the prosecution, that fines had been imposed on 62 guest houses and that for 32 the money must be repaid in full. He stated that he was not director of ДФЗ in either of the two periods when guest-house projects were accepted. — Glasove.com, 02.05.2019
• Allegations about deals of his wife's firms. The paper Уикенд, reprinted by ТопПреса, writes that he chaired the Арсенал board of directors from 1993 to 1999. According to the paper, only months after he left, the company's Sofia trade representation was bought in a partial privatisation for $327,000. Today it is the firm Армар Корпорейшан Дженерал Техникал Ко-оперейшан, whose partners are his wife, Веска Порожанова, and Михаил Лисков. Another partner of hers, Иван Стойчев of Частни инвестиционни проекти, owns the advertising holding Нота Бене груп, whose contract with Булгартабак was signed while he chaired the tobacco company's board. The paper comments: „Порожанов е дал рекламата не директно на жена си, а на съдружника й.“ (our translation: "Porozhanov gave the advertising not directly to his wife but to her partner.") • Claims that his son audited ДФЗ. According to an investigation by Bivol, Антоан Порожанов was among the Deloitte auditors who examined ДФЗ at the time when his father was allocating EU funds for guest houses. On bTV the minister said that his son had worked at Deloitte but had not audited the fund, and that the son has no consultancy firm connected with agriculture. — Glasove.com, 02.05.2019
