Russia
- Patriarch Kirill. In June 2026 he told bTV about the Russian Patriarch Kirill: "Has he set out to shoot with a Kalashnikov? Is he making drones? He is the spiritual, religious leader of the Russian people" (our translation). In his view the sanctions on the Patriarch "are sanctions on the Russian Orthodox Church" (our translation). On the Thursday before, ahead of the European Council meeting, Prime Minister Rumen Radev had said that Bulgaria would ask for Patriarch Kirill to be removed from the 21st sanctions package against Russia; the Prime Minister's statement was met with criticism from the other parties in the National Assembly. — News.bg, 20.06.2026
- Russia. On the programme "Govori sega" in April 2026 he said: "Progressive Bulgaria has no intention of steering our country towards Russia, but supports a position of respect for Russia and maintaining balanced relations in line with Bulgaria's interests. We are in Europe and in NATO" (our translation). — Dir.bg, 25.04.2026
Corruption and scandals
- Dismissal from BORKOR. On 23.04.2012 Prime Minister Boyko Borisov dismissed him as adviser in his political cabinet and secretary of the Security Council; a proposal to dismiss him as head of BORKOR was to be submitted to the Council of Ministers the next day. Borisov explained the decision with the poor work of the centre. Mediapool writes that Milanov was in conflict with Deputy PM Tsvetan Tsvetanov over the bills on the special services, and that the replacement is seen as a pre-emptive response by Borisov to criticism expected at the meeting of the Consultative Council for National Security and as satisfying Tsvetanov's demands. — Mediapool, 23.04.2012
- Guardrails. According to a Commercial Register check cited by Actualno, Milanov was a member of the management board of the Bulgarian Branch Association "Road Safety" from 10.07.2018 until 28.04.2026; on the same date Nikolay Ivanov became its chairman. The outlet describes Ivanov as a leading figure in the guardrail business, and he sits on the board of directors of Yupiter 05 AD. The article does not link Milanov to any contract or company. — Actualno, 30.06.2026
- NSBOP. A commentary by Desi Stefanova in Mediapool of 23.01.2004 claims that after the murder of businessman Stoil Slavov, the then NSBOP director Gen. Rumen Milanov declared there were "no indications of criminal activity" about him (our translation), and that this contradicts the data in the service's files. — Mediapool, 23.01.2004
