Corruption and scandals
- Allegation of prices inflated up to ten times in a screening tender. In February 2026 caretaker ministers Mihail Okoliyski (health) and Georgi Klisurski (finance) alleged that prices were inflated up to ten times in a public tender of over EUR 10m for colorectal and cervical cancer screening tests, signed while he headed the ministry. Both belong to the caretaker cabinet that replaced the Zhelyazkov cabinet, in which he was minister for ITN. Okoliyski said: „This procurement has been completed, but it will be examined by ADFI“ (our translation). Kirilov denied it the same day. - Kirilov: there were no tenfold inflated prices. bTV Novinite carries his position: the procedure followed the Public Procurement Act with a lowest-price criterion, and the tests compared use different technologies – quantitative FIT and pharmacy rapid tests. On the date he says: „The contract was signed on 22 October 2025, and not on 18 February 2026, as is claimed publicly“ (our translation). - Removed from the Executive Agency for Transplantation. Trud writes that he headed the agency in 2011–2013, „откъдето е отстранен от Десислава Атанасова“ (“from where he was removed by Desislava Atanasova”, our translation), then health minister.
