Russia

  • Lukoil. In July 2026 Belchev was one of six sponsors of a Progressive Bulgaria bill amending the Act on the Administrative Regulation of Economic Activities related to Oil and Oil Products, tabled in response to the Constitutional Court's ruling of 21 July 2026 on the powers of the special commercial manager in critical-infrastructure sites. According to the sponsors, without the change there would be no legal way to appoint a special manager to Lukoil Aviation Bulgaria and Lukoil-Bulgaria Bunker, which would allow their owner, the Russian PJSC Lukoil, to take over their management. — News.bg, 25.07.2026

Corruption and scandals

  • The audit committee. Bivol claims that, as a civil servant in 2018–2020, Stefan Belchev was at the same time a member of the KPNRO and of the audit committee of Kozloduy NPP and was paid for sitting on the latter: "Belchev was at the same time a member of the audit committee of Kozloduy NPP EAD, although he is a civil servant for the period 2018 – 2020 and receives remuneration for taking part in the audit committee, despite the ban contained in Article 7(3) of the Civil Servants Act" (our translation). According to the outlet he drew 3 salaries, and after being appointed director of the State Financial Inspection Agency (ADFI) in 2022 he resigned from the KPNRO and the audit committee. The article is directed at GERB appointees in the regulators; it carries no reply from Belchev himself, while finance minister Asen Vasilev answers that no complaints about his work had been received and that no conflict-of-interest check had been carried out. — Bivol, 17.08.2023
  • His daughter. The Anti-Corruption Fund foundation (AKF), author of an investigation into the Chiren affair, claims that Albena Belcheva, a "Business Development" specialist at Bulgartransgaz, is the daughter of Stefan Belchev, until recently caretaker deputy finance minister and a former director of ADFI, and adds: "It was precisely ADFI that in June 2024 conveniently found no violations in the public tender for Chiren" (our translation). The article carries no reply from Belchev. — News.bg (AKF), 06.01.2025
  • Strumyani. After the arrest of journalist Gergana Petrova in Strumyani, Belchev wrote on Facebook that she had carried out a "classic active measure" and used the disaster for personal and political PR; Sega calls the comment "extremely rude" and says it contradicts the reasons interior minister Ivan Demerdzhiev gave for dismissing the Blagoevgrad police director (our translation). — Sega, 29.08.2026
