Russia
- Sanctions. At the first reading in plenary of the Criminal Code amendments criminalising breaches of EU restrictive measures, Arsov (GERB-SDS) said his group would support the bill but that its adoption is only a first step, and asked for thresholds so that every violation does not end up over-criminalised (ClubZ; our translation). — ClubZ, 24.09.2026
Corruption and scandals
- The municipal firms. According to a final ruling of the Supreme Administrative Court, reported by Mediapool on 2 April 2026, Stefan Arsov (GERB), then Sofia regional governor, wrongly blocked Mayor Vasil Terziev's return for reconsideration of the decision replacing the boards of six municipal companies in the summer of 2024. The PP-DB group in the Sofia Municipal Council, which sides with the mayor in the dispute, claims that "Stefan Arsov was rewarded for this and other actions of his with an electable place on the GERB list" (our translation); the article carries no reply from Arsov. — Mediapool, 02.04.2026
- The resignation demand. In July 2024 the PP-DB ("Save Sofia") municipal councillors, on their own behalf and on behalf of Mayor Vasil Terziev, parties to the dispute over the municipal companies, demanded that caretaker prime minister Dimitar Glavchev ask for regional governor Stefan Arsov's resignation: "Stefan Arsov is not above the law, Glavchev is not above the law. We demand the resignation of Stefan Arsov as regional governor of Sofia city" (our translation). They gave as the reason the replacement of the boards of 6 key municipal companies and attempts to restrict the mayor's powers. — Mediapool, 29.07.2024
- The stadium. Sega reports that the new Sofia regional governor, Vyara Todeva, stopped a public tender worth over 1 million euro for renovating the athletics track at the Lokomotiv stadium, set in motion under Arsov (order of 16 February 2026). The regional administration cites "restrictive conditions for applicants, in breach of the principle of free competition" and says "it is not clear on what basis the rights to the project were acquired" (our translation); the article carries no reply from Arsov. — Sega, 24.03.2026
- The order. News.bg reported that the Supreme Administrative Court annulled an order of the Sofia regional governor which had blocked Mayor Vasil Terziev from asking the city council to reconsider its decision to replace the management of six municipal companies: "The supreme judges declare the regional governor's order null and void, overturning a ruling of the Sofia City Administrative Court of 9 July 2025 that had upheld its legality" (our translation). The page does not name the governor; according to Mediapool the act was issued by "at the time, Stefan Arsov of GERB" (our translation). — News.bg, 02.04.2026, mediapool.bg
