Corruption and scandals

• Property dispute over the Gabrovo tannery. Actualno.com reports a dispute over the property at 154 Orlovska St. in Gabrovo, home of the Marokindzhiev tannery. According to the outlet, Чинков Пропърти ЕАД holds over 98% of the property, while mayor Tanya Hristova, her brother Dimitar Badzharov and their mother Temenuzhka Badzharova are asking the Gabrovo District Court (case 1/2026) to recognise them as owners of 0.6613% of ideal parts of all the buildings; a hearing in that case is due on 29 May 2026. Municipal order 394/28.02.2023, signed by deputy mayor Mariya Yozova under the mayor's authorisation, barred Чинков Пропърти from five buildings and ordered the electricity and water cut off. The Administrative Court in Gabrovo annulled it by a decision of 13 September 2024. As for another municipal order (662/07.04.2023), the outlet writes that the Supreme Administrative Court ruled finally that "there is no illegal construction at the indicated place" (our translation); the municipality was ordered to pay BGN 6,000 to the company, and the Supreme Administrative Court refused to recognise Hristova and her brother as interested parties. A case for BGN 360,000 compensation for damage under a lease has also been filed. According to the outlet, Yozova issued essentially the same order again on 27 November 2025, again on signals from Hristova, Badzharov and Badzharova. In case 104/2026 at the Gabrovo Regional Court, judge Diyan Atanasov did not recognise a legal interest on the part of the plaintiff Чинков Пропърти and terminated the case. • EU grant for the mayor's brother's company. Actualno.com, relying on a signal and a lawsuit by Чинков Пропърти, reports that Алу Бета ЕООД, managed by Dimitar Badzharov, brother of mayor Tanya Hristova, received BGN 124,300 in EU grant funding under an energy-efficiency project. The complaining company claims that the thermal insulation and metal structure were built on land it co-owns without its consent, and that the project was declared finished and paid although construction work was still going on at 27 March 2024. Чинков Пропърти asked the Gabrovo District Court to have the structure removed. The outlet writes that the European Anti-Fraud Office (OLAF) has been notified and "confirms that the signal has been received and is being reviewed" (our translation). The text gives no result of the review and no reply from Badzharov or the mayor.
