Corruption and scandals
- His brother – a solar plant in North Macedonia. 7 Dni Sofia, naming the Facebook profile of the journalist Sonya Koltuklieva as its source, writes about an investigation by a North Macedonian television channel. According to the publication, HEK Solar MK DOOEL belongs to Boyan Tabutov, while his brother Vladimir has been struck off as owner; the firm is registered at the same Skopje address as Renewable Power International DOOEL, owned by Pavel Valnev, who according to the outlet was a partner and sponsor of Tsvetan Tsvetanov. Citing 24 Chasa, the outlet says that on 7 December the Macedonian government gave HEK Solar MK the status of a strategic investment project for EUR 53 million and a 70-megawatt photovoltaic plant in the Pehchevo municipality. — 7 Dni Sofia, 15.12.2021
- Noise from a solar park of his company. Krasiv Pazardzhik writes that residents of Malko Belovo are fighting the facility, whose measured noise next to their homes exceeds 70 decibels, with some houses 4 metres from it. The Pazardzhik court declared void the order changing the status of the land on which the park is built, but as of 22.07.2025 the ruling, appealed to the Supreme Court, had not come into force; a complaint has also been filed with the prosecutor's office. The site states: "The owner of HEK SOLAR EOOD, the company behind the solar park, is Vladimir Slavev Tabutov" (our translation). — Krasiv Pazardzhik, 01.09.2025
Other
- His company bought the Lion hotels. Mediapool, citing Struma, writes that the buyer is Lavs OOD, in which he is a partner of the Sofia businessman Vangel Ivanov, and that the chain's four hotels are in Sofia, Sunny Beach, Borovets and Bansko; the deal was entered in the Commercial Register on 9 September. Their combined value on paper is BGN 29 million, but it is unclear how much the partners paid. The sports centre of the Borovets property is mortgaged for a BGN 2.4 million bank loan, on which Hotels Lion EOOD, Lavs OOD and HEK Solar EOOD are joint debtors; the last is his property but is run by his brother Boyan. — Mediapool, 20.10.2022
- Wealthiest former MP of the region by declarations. 24 Chasa and 24 Plovdiv write that, according to declarations filed with the anti-corruption commission, "the wealthiest former MP from Blagoevgrad region is the 39-year-old Vladimir Tabutov" (our translation). He owns a photovoltaic-park company valued at BGN 1 million and received nearly BGN 2.6 million in dividends for 2019; that year he and his wife Nadya bought an apartment in Sofia for BGN 764,425. The family is repaying a mortgage loan of nearly BGN 600 thousand. — 24 Chasa, 15.08.2022, 24 Plovdiv, 15.08.2022
