Corruption and scandals

  • Vazrazhdane's signal over the Bulgargaz–BOTAS deal. At a briefing in the National Assembly, Todorov, a member of the Energy Committee, announced that the opposition party had referred the matter to the Prosecution, SANS, EWRC, BEH, the Interior Ministry and the Ministry of Energy, and would hand them the temporary committee's report as adopted. That report has been forwarded to the Bulgarian investigating authorities and to the European Public Prosecutor's Office (EPPO). — BTA, 18.04.2024
  • Accusations against the signatories of the BOTAS contract. After the parliamentary hearing, Todorov, an MP from the opposition Vazrazhdane, told journalists that Rosen Hristov, Denitsa Zlateva and Vladimir Malinov had signed the agreement between Bulgargaz and the Turkish state company, and that Bulgarians would pay 4 to 6 billion leva under it over the next 12 years. In his words, it is one of the biggest energy frauds in recent history. The National Assembly instructed the Minister of Energy to take action to renegotiate it. — BTA, 15.05.2025
  • Claim of an overcharge in a Kozloduy NPP procurement. Todorov, speaking from the parliamentary opposition, claims that a contract will be signed for 22,275,000 leva for equipment with a real value of around 9.9 million leva. In his view the overcharge exceeds 12 million leva and is achieved through fictitious competition. Vazrazhdane demanded a change of the plant's management and submitted signals about the procurement. — BTA, 02.07.2025
  • Signal to the Prosecutor General over a hydraulic dampers tender. Todorov, of the opposition Vazrazhdane, pointed out that on 20 June 2023 Kozloduy NPP announced a 15.5 million leva tender for hydraulic dampers for units 5 and 6. Only Esco Engineering AD, with subcontractor Danis OOD, was admitted to the final stage; he says they represent a German firm and resell the equipment to Esco Engineering. He announced that he would submit a formal signal to the Prosecutor General and the competent control authorities. — BTA, 02.11.2025
