Corruption and scandals
- Charge over Belene equipment. The prosecution service said it had charged him with mismanagement: from an unknown date in 2007 until 13 December of that year he deliberately failed to exercise proper control over the NEK executive directors Lyubomir Velkov and Mardik Papazyan regarding the sale of equipment from the unfinished Belene nuclear power plant to the Russian company Atomstroyexport. According to the charge, the deal inflicted a detriment of 77,172,475 euro on NEK. As the representative of the Ministry of Economy and Energy, sole owner of NEK's capital, he was required to control the two. He is free on recognizance not to leave Bulgaria. The Appellate Specialised Criminal Court has finally returned the case to the prosecution, finding that the indictment "does not cover the minimum mandatory standard for describing the crimes of which the defendants are accused and their participation in them" (our translation). According to Actualno, citing the daily Sega, the indictment lacks a description of concrete actions of Rumen Ovcharov, and the same gap exists in the charge against Petar Dimitrov. — BTA, 19.10.2016, Actualno.com, 05.07.2021
- Addendum to the Chelopech concession. 24plovdiv.bg writes that on 13 August the Sofia City Prosecutor's Office sent the specialised prosecutor's office the documents of a check with data of a crime by persons who signed addenda to the Chelopech gold-deposit concession: four former ministers and one serving minister, Petar Dimitrov among them. The check began on a tip from Nikolay Edrev of Burgas; the prosecution claims the deal is unfavourable to the state. The third agreement, of 10 July 2008, was initialled by him as economy minister under Prime Minister Sergey Stanishev. The signed text dropped the clause reducing the concession fee by 50%, and the payment to the state became 2% of the value of the metals at profitability of 10% or lower and 8% at 60% or higher. According to the article, in 2010 the Supreme Administrative Court annulled the environment ministry's decision permitting the metals installation, the project did not start, the clause for the higher fees was never triggered and the fee stayed at 1.5% of the value of the metals. Dimitrov told the outlet he does not remember the exact grounds for the agreement: at the time he himself asked Lidiya Shuleva why the fee had been halved, so it seems illogical to him that he would have agreed to such a thing. — 24plovdiv.bg, 28.08.2020
