Corruption and scandals

• Fees for consulting on four hydroelectric projects. Chief Prosecutor Boris Velchev said the prosecution was assessing fees worth about EUR 750,000 that Dogan allegedly received from a private firm for consulting on four hydroelectric projects in southern Bulgaria; he stressed that the proceedings were preliminary with no charges, and that as an MP he had immunity. The Supreme Administrative Court, in a panel of three judges, later ruled that he had not been in conflict of interests over his fees as an expert on these projects: two judges held that his contracts were signed before the law providing sanctions for such activities was passed, while the third, Marina Mihaylova, signed the ruling with a dissenting opinion that there was a conflict of interests because he received the major part of the fee after the law passed. The court ordered parliament to pay him BGN 150 in legal costs. The four projects are Tsankov Kamak, Dospat, Gorna Arda and Tundzha. — EUobserver, 19.04.2010, Novinite, 18.10.2010
• His Varna thermal plant debt and the BDB loan. The Sofia Globe, reporting a political row over the prosecutors' actions against business people linked to Dogan, writes that Roumen Gaitanski, owner of Roadway Construction Company, paid his debt in connection with the Varna thermal plant with a loan from the Bulgarian Development Bank. The Sofia City Prosecutor's Office announced it had enough evidence to charge Gaitanski, company representative Ivan Georgiev and former bank chief Stoyan Mavrodiev over a non-performing loan of BGN 150 million. Critics see the actions as linked to the faction fighting within MRF directed against the party's founder. — The Sofia Globe, 15.08.2024
