Corruption and scandals

• The Transat satellite contract. The Sofia City Prosecutor's Office announced that pre-trial proceedings had been opened against the responsible officials of the Foreign Ministry over the contract with Transat AD for a satellite communications system to the embassies. The announcement claims that the minister ordered a private firm to be looked into, in breach of the Ministry of Interior Act, and on 19.07.2004 designated Transat as contractor. The contract was handed over to a company representative, Iliya Plachkov, „баджанак на министър Паси“ (brother-in-law of Minister Passy, our translation), as the announcement says verbatim. It runs for five years and about 12 million euro; in one year the ministry paid 1.3 million leva. Transat replied that the contract was concluded in accordance with the law and that the financial parameters cited in the announcement were not accurate. Passy called the accusations a political act of an uncontrolled prosecution. — Mediapool.bg, 15.11.2005
• Espionage accusation by the military prosecutors. Mediapool.bg writes that the military prosecutors publicly accused him of espionage for a foreign state, because classified information could be intercepted through the Transat system and was said to have been intercepted by a foreign intelligence service. He described the attack as political, linked it to circles from the former secret services and recalled that the scandal began with publications in the newspaper Zemya, published by the former head of the Sixth Department of the Sixth Main Directorate of State Security, Dimitar Ivanov. The suspicion of espionage was dropped and the inquiry was taken over by the city prosecutor's office.
